    Introduction:-

    For the implementation of Centrally sponsored schemes, rural development systems have been established in the state and districts under the Registration of Societies Act 1860 and the Bombay Public Trustee Act 1950. Various schemes are implemented to raise the economic level of the people through the District Rural Development System. For this, financial assistance is provided by the central and state governments. For the effective implementation of the said schemes, Government Decision No. A new framework has been implemented under GRAP 2003/Pracr 1743/ Scheme-5 Mantralaya, Mumbai 400032.

    Vision and Mission:-  The schemes implemented through the District Rural Development Agency Office mainly include Maharashtra State Rural Livelihood Improvement Mission Scheme and Rural Housing Scheme. This office implements welfare schemes for families below the poverty line in the district.The District Rural Development Agency Office works to eradicate poverty and improve the living standards of families living below the poverty line in rural areas.

    Objectives and tasks:-

    1.     To eradicate poverty among families below the poverty line in rural areas

    2.     To improve their standard of living

    3.      Implementing Central Government sponsored schemes

    4.  Providing benefits to families below the poverty line in individual and group   schemes

    5.  Handling loan cases for self-employment of families below the poverty line

    6.  Encouraging beneficiaries to invest to increase their income

    7.  Handling loan cases of Self Help Groups for self-employment

     

    Schemes/Programmes of District Rural Development System DepartmentCentrally sponsored- 

    Pradhan Mantri Awas Yojana (Rural):- Pradhan Mantri Awas Yojana 60 percent central government and 40 percent state government

    Purpose:-    The primary objective of the scheme is to provide financial assistance for construction of houses to the Scheduled Caste/Tribe persons and free labourers in rural areas, as well as to other poor, homeless/unbuilt persons other than Scheduled Caste/Tribe persons. Under the Pradhan Mantri Awas Yojana Rural, 5 percent reservation has been made for eligible disabled persons. Also, 15 percent reservation has been made for minority persons.

    Nature of benefit:-   The Central and State Governments have fixed the price of a house at Rs. 1,20,000/- for normal areas and Rs. 1,30,000/- for Naxal-affected and hilly areas. The funds of this scheme will be in the ratio of 60:40 and will be disbursed directly to the bank accounts of the beneficiaries through the PFMS (Public Financial Management System).

    Beneficiary selection criteria:- Beneficiary selection under this scheme is done in order of priority from the permanently prepared waiting list of Scheduled Caste/Tribe and non-Scheduled Caste/Tribe beneficiaries qualified by the Gram Sabha from the Generated Priority List of SECC 2011. Under this scheme, the Central Government decides on the target number of houses per district every year in proportion to the population/number of homeless families. This amount is distributed to the talukas in proportion to their population. Also, the target is distributed to the Gram Panchayats under the taluka in proportion to the available beneficiaries according to the category-wise social, economic and caste survey priority list (Generated Priority List).

    Who should be contacted to avail the benefits of the scheme:- Gram Panchayat – Gram Panchayat Officer, Panchayat Samiti- Group Development Officer, District Level- Project Director, District Rural Development Agency .

    State Sponsored-Ramai Awas Yojana:-

    Objectives of Ramai Awas Yojana:-   The primary objective of the scheme is to provide financial assistance to poor people belonging to Scheduled Castes below the poverty line in rural areas for construction of houses.

    Nature of benefit:-  This scheme is implemented through the Department of Social Justice and Special Assistance. A grant of Rs. 1,20,000 is given for the construction of a house. The said grant is being paid in 4 phases, the first phase is 15000/-, the second phase is 45000/-, the third phase is 40000/- and the final phase is 20,000/-.

    Scheme criteria:-   To get the benefit of a house under this scheme, the beneficiary must be included in the permanent waiting list approved by the Gram Sabha of Scheduled Caste beneficiaries eligible for a house within 21 points of the Poverty Line Family Census 2002-2007.

    How is the scheme implemented:-   As per the Government Decision No. Inio-2010/Pr.No.34/ Yojana 10 dated 9 April 2010 and as per the instructions given under the supplementary letter No. Inio.2010/Pr.No.34/ Yojana-10 dated 12 December 2011 of the Ministry of Rural Development and Water Conservation, Mumbai 400032, all the Gram Panchayats in the district have been listed in ascending order according to the number of beneficiaries remaining in the permanent waiting list under the taluka-wise Pradhan Mantri Awas Yojana. That is, the Gram Panchayats in the taluka in which there is no shelter in the permanent waiting list are sanctioned houses as per the objectives. After that, the list of selected beneficiaries is sent to the Social Welfare Department for beneficiary approval. Administrative approval is given to the list of beneficiaries through the Social Welfare Department. After administrative approval is given to the beneficiaries at the level, the first installment of Rs. 15,000/- is deposited in the account of the beneficiaries from the Panchayat Samiti level. After that, the second installment of Rs. 45,000/-, the third installment of Rs. 40,000/- and the final installment of Rs. 20,000/- are distributed to the bank accounts of the beneficiaries from the Panchayat Samiti level through the PFMS (Public Financial Management System) system as per the progress of the house. Under the centrally sponsored scheme Swachh Bharat Mission (Gramin), an individual toilet incentive grant of Rs. 12,000/- is given to eligible beneficiaries.

    Eligible Beneficiary :

    1. The beneficiary should belong to the Scheduled Caste and Neo-Buddhist category of  Maharashtra state.

    2. The beneficiary should have resided in Maharashtra state for at least 15 years.

    3. The beneficiary should be homeless

    4. The annual family income limit of the beneficiary should be Rs. 1 lakh.

    5. The selection of the beneficiary must be done through the Gram Sabha.

    6. The beneficiary should not have availed the benefit of a house anywhere in the state.

    State Sponsored-Shabri Awas Yojana:-

    Objectives of Shabari Awas Yojana:- The primary objective of the scheme is to provide financial assistance to the poor people of Scheduled Tribes below the poverty line in rural areas for construction of houses.

    Nature of Benefit:- This scheme has been implemented through the Tribal Development Department. A grant of Rs. 1,20,000 is given for the construction of a house. The said grant is being paid in 4 stages and the first stage is Rs. 15000/-, the second stage is Rs. 45000/-, the third stage is Rs. 40000/- and the last stage is Rs. 20,000/-.

    Scheme Criteria:-  To get the benefit of a house under this scheme, the beneficiary must be included in the permanent waiting list of beneficiaries of Scheduled Tribes eligible for a house within 21 points of the Poverty Line Family Census 2002-2007 list approved by the Gram Sabha.

    Nature of Benefit :-This scheme has been implemented through the Department of Social Justice and Special Assistance. A grant of Rs. 1,20,000 is given for construction of houses. This grant is being paid in 4 phases and the first phase is Rs. 15000/-, the second phase is Rs. 45000/-, the third phase is Rs. 40000/- and the final phase is Rs. 20,000/-.

    6. The beneficiary should not have availed the benefit of housing anywhere in the state. 

    Central and State Joint Scheme-Pandit Deendayal Upadhyay Seat Purchase Financial Assistance Scheme:-

    Pandit Deendayal Upadhyay Land Purchase Financial Assistance Scheme Objectives :-   The primary objective of the scheme is to provide a place to the families below the poverty line in the rural and state-sponsored rural Gharkul Yojana who are eligible for Gharkul but who do not have space for Gharkul fencing.

    Nature of Benefit:-  If the area of ​​the land is up to 500 sq.ft per beneficiary then the cost of the actual land or Rs. 1,00,000/- whichever is less financial assistance is given.

    Scheme Criteria :-   Under this scheme, the benefit of Gharkul is granted to the beneficiary approved by Gram Sabha in the poverty line, who has been sanctioned the benefit of Gharkul but there is no space available for Gharkul barrier work.

    How the scheme is implemented:-           Beneficiaries who have Gharkul approved but no space is available for Gharkul Badhakam are selected through Gram Sabha. Beneficiaries are approved through a committee constituted by the government at the Panchayat Samiti level. After giving the administrative approval to the beneficiaries at the level, the funds are disbursed from the Panchayat Samiti level to the beneficiary’s bank account through the PFMS (Public Financial Management System) system.

    Eligible Beneficiary :-

    1. Beneficiary must be approved.

    2. Beneficiary must not have his own place available.

    3. Annual family income limit of beneficiary is Rs. 1 lakh should be.

    4. Beneficiary must be selected through Gram Sabha.

    Latest Developments:- Pradhan Mantri Awas Yojana Rural:-   Under the Pradhan Mantri Awas Yojana Gramin 2024-2025, 100% beneficiaries were sanctioned as per the total target of 92796 for the district.

Dr. Mrs. District Development Coordination and Planning Committee (Direction) meeting was concluded on January 10, 2025 under the chairmanship of Sobhatai Bachhao, President District Development Coordination and Planning Committee (Direction) and Member Lok Sabha Constituency Dhule.In the said meeting, the plans of various departments regarding the implementation, progress and control of the centrally sponsored schemes implemented through the Ministry of Rural Development were reviewed.
