    Introduction :-

As per the prevailing government policy, the implementation of small irrigation dam projects with irrigation capacity of 0 to 100 hectares is done by the Water Conservation Department under the jurisdiction of the Zilla Parishad. After the demand for the scheme is made by the beneficiary farmers, water use cooperative societies concerned Gram Panchayat or people’s representatives, the site is inspected, and a detailed budget of the work is prepared. Administrative and technical approval is given to the Minor Irrigation Department of the Zilla Parishad as per the available funds. The tender process is carried out as per the guidelines of the Rural Development and Water Conservation Department. Objective And Function :-

All the schemes implemented through the Water Conservation Department are of collective benefit. Funds are received from the District Planning Committee for the implementation of these schemes through the Zilla Parishad and from the Tribal Scheme for schemes in the tribal areas. Priority is given to undertaking small irrigation schemes in areas where small irrigation schemes are not operational. While doing so, priority is given to drought-prone areas, scarcity-affected water areas, tribal and hilly areas. In this, a detailed budget is prepared after examining the soil level, water catchment area, rainfall value in the area, structure of possible canals, land acquisition and if the project fits the prevailing economic parameters.

After checking all the technical aspects required for the project and obtaining the administrative approval of the competent authority of the Zilla Parishad as per the availability of funds, technical approval is obtained as per the competence and after inviting tenders for work as per the guidelines of the Rural Development Department, the work is started by appointing a contractor / agency to construct the project.

Management only after the scheme is completed: – After the project is completed, it is handed over to the concerned Gram Panchayat for water management and maintenance.
